The technology and innovation landscape has changed considerably since 2006
when Finland as a Knowledge Economy: Elements of Success and Lessons Learned
was first published by the World Bank Institute (WBI). In the intervening years,
the rise of information technologies and of innovation as a vehicle for development have transformed knowledge economies the world over.
In Finland today, technological connectivity is excellent, but the innovation
landscape poses certain challenges. Evaluations of the Finnish innovation system
show that while it is effective, it only has a moderate level of international research
collaboration and needs to link its well-educated immigrant population to the innovation economy. Recognizing this, the Finnish Government is exploring partnerships, cooperation frameworks, and more inclusive engagement with international
experts to promote entrepreneurship, links with leading international innovation
hubs, and learning with innovation communities, regardless of their location.
