For many years, the World Bank and other development agencies have financed training as an important component of projects designed to strengthen public financial management (PFM). However, despite these investments, relatively few
developing countries have succeeded in creating an environment where PFM skills are systematically developed and maintained. Many countries still struggle to recruit, develop, and retain staff with the requisite professional skills in such areas as accounting and auditing. At the same time, the business of financial management in government is becoming more complex. Countries are moving from cash to accruals accounting, and from line item budgeting to performance budgeting.
