In 2010, Sri Lanka transitioned into a middle-income country. The question now is how can Sri Lanka best maintain a steady economic growth rate, particularly through infrastructure development, to achieve both the Mahinda Chintana
(Government Development Plan) and the Millennium Development Goals. Currently, Sri Lanka is 2 years into the second 10-year Mahinda Chintana. Thus, this report comes at a crucial time, when assessing the progress made toward
achieving these goals is as important as figuring out the amount of financial resources that are needed and are feasible.
