Métodos y herramientas de evaluación y diseño de instrumentos económicos para gestión de sequías y adaptacion al cambio climático

It is expected that the potential water management conflicts will increase in the coming years due to the population growth, and the uncertainty about the availability of water resources under climate change conditions. For this reason, economic efficiency and equity must be considered in order to manage the available water resources at river basin scale with the aim of reducing the potential water scarcity impacts on society. Hydroeconomic models simultaneously analyse engineering, hydrology and economic aspects of water resources systems; allowing the characterization of real complex systems. So, these models could be useful in order to achieve the goal of reducing water scarcity impacts. Two Decision Support Systems have been developed within the hydroeconomic approach: SIMGAMS and OPTIGAMS. The simulation tool SIMGAMS allocates the available water resources considering priorities and system operating rules, carrying out an economic post-analysis of the water resources management. The optimization tool OPTIGAMS allocates the available water resources considering economic criteria. Both tools obtain either management results (storages, deliveries, etc.) or economic results (water scarcity cost and marginal resource opportunity cost). The economic functions of the users must be obtained to characterize the hydroeconomic models. For that, we have developed a tool within a multicriteria approach based on revealed preferences. This tool has been developed in collaboration with the University of Alcalá de Henares and University of Cordoba. Moreover, a method for get the economic function of irrigation water for citrus within the deficit irrigation approach has been developed and performed.
