Opening the black box: the contextual drivers of social accountability. Developments around the world over the past several years provide arguments for greater and more effective citizen-state engagement. The World Bank Governance and Anti-Corruption 2011 strategy update notes that a groundswell of citizens’ movements has signaled frustration with the seeming inability of governments to handle increasingly complex global problems of poverty, joblessness, fiscal crises, and environmental vulnerability (World Bank 2012). In parallel to these calls for a “new social contract” in many development contexts, the information and communication technology (ICT) revolution has provided additional space for new forms of enhanced citizen-state engagement. By allowing individuals and organizations both to generate and to disseminate information cheaply and on a mass scale, ICT is providing extensive and innovative avenues for states and citizens to engage with each other.
